No. The permission engine is default-deny, R4 actions are categorically forbidden, and agents cannot modify governance or their own permissions.

Does a missed login activate continuity?+

Never. A missed scheduled check-in starts verification using founder-configured channels and trusted people.

Is Ghost Hand a tracking or account-access tool?+

No. It provides supportive recovery coordination using only contacts, resources and procedures explicitly configured in advance.
